The Government of Sindh, with funding from the World Bank, has given Adam Engineering & Construction Co. a contract worth PKR 2,940,023,016 to rehabilitate six important roads in District Shaheed Benazirabad, a significant step towards bolstering post-flood recovery efforts. The award, which was made on November 4, 2025, is part of the Sindh Flood Emergency Rehabilitation Project (P179981), which aims to repair vital infrastructure that was harmed by severe monsoon floods.
Details and Scope of the Contract
Package-1: Rehabilitation of 06 Roads in Shaheed Benazirabad is covered by the contract, which was obtained through a Request for Bids (RFB) method (Ref: PK-P&D GOS-495200-CW-RFB). The project, which will take 18 months to complete, intends to provide safer, climate-resilient transport routes throughout the flood-affected district, restore mobility, and reconnect communities.
As part of the World Bank's larger commitment to assisting Pakistan's flood recovery and climate resilience initiatives, the project is funded under IDA-72500.
Organisations Involved
Adam Engineering & Construction Co., a Karachi-based civil works company with a track record in
infrastructure development, was the winning bidder. In accordance with international procurement transparency standards, beneficial ownership disclosures indicate that Muhammad Umair (Pakistan) owns 25% or more of the shares.
The contract was contested by nine evaluated bidders, with prices ranging from PKR 2.94 billion to PKR 3.51 billion. Among the rivals was Al-Habib Associate, Ch. (A). Sardar Mohammad Ashraf D. Baluch, Abdul Ghaffar Memon, Pervez Associates & Co., Latif & Sons, NPI Construction & Engineering, Umer Jan & Company, and A.A. "Memon"
Israr Engineering Services, one bidder, was turned down because they didn't respond.
Relevance to the Project
Restoring connectivity throughout Shaheed Benazirabad, one of the areas most severely affected by unusual flooding in recent years, will depend heavily on the rehabilitation of these six roads. For communities that are frequently impacted by extreme weather events, improved
road infrastructure will boost local business, improve access to necessary services, and increase long-term climate resilience.
