  • Tenders are invited for Assessing Potential for Corporate and Contract Farming Models in Pakistan The IFC is looking to conduct a study to assess the potential of contract and corporate farming concepts under Pakistan's socioeconomic and agroecological conditions, and to identify and shortlist agro-based industries for future investment projects with IFC. The objective of commissioning this study is to have an improved understanding of the prospects and consequences of transforming Pakistan's current staggered and highly fragmented farming systems to adopt contract and corporate farming systems for achieving sustainability of agro-based businesses and effectively mitigating the challenge of climate change. The study shall further focus on the identification of opportunities, bottlenecks, and hurdles that impede the growth of the agriculture sector and have held back private-sector investments in this area. The study outcome will propose climate-resilient models for corporate and contract farming of cotton, rice, tomato, and corn (and any other suitable crop) to pitch to potential agro-based industries for investment. The study will also identify three to four agro-based-industries for future IFC investment projects in the agriculture sector of Pakistan along these lines. The specific objectives of the study are outlined below: *Compare past and present initiatives to develop/promote corporate and contract farming at both the Pakistan and global levels; analyse their climate change considerations, and their success or failure factors - what are the lessons learned from unsuccessful attempts, and how can the failures be avoided in the future? *Assess the climatic, socio-economic and regulatory challenges of implementing corporate and contract farming in Pakistan. *Assess the prospects and consequences of implementing corporate and contract farming from a climate mitigation and adaptation perspective. For climate adaptation, this would include activities such as improved irrigation and water management practices and climate-resilient crop varieties, to increase resilience against the negative impact of physical climate risks such as drought, floods, and rising average temperatures. For climate mitigation, this would involve activities to reduce or avoid GHG emissions.*Propose models for corporate and contract farming for cotton, rice, tomato, and corn (and any other suitable crop) for implementation in Pakistan. *Identify crop-specific geographical areas, and companies for targeting as potential investors. The assessment shall be based on secondary research, semi-structured and structured Key Informant Interviews with key stakeholders including public and private sector players and Agri researchers. The assessment should take approximately 22-24 weeks. The WBG reserves the right to publicly disclose contract award information, including but not limited to, name of company receiving the award, brief description of services, and contract award amount, for any contract award valued over US$250,000. Offeror's proposal and contractual documents will remain confidential and therefore not subject to disclosure.
