• Expression of Interest are invited for Assessing the Quality and Completeness of National Socio Economic Registry. Procurement of consulting services for the Household Welfare Survey in Pakistan Improving Inclusiveness of Pakistans Social Protection System 1. As part of the World Bank engagement with the Benazir Income Support Programme (BISP), the World Bank intends to finance a study about the quality and completeness of the National Social Economic Registry (NSER) 2. The consulting services (the Services) include implementing a Household Socio-Demographic Survey in selected areas from Punjab, KP, Sindh and Baluchistan. 3. The services include but not limited to the following: The consulting firm will need to: Familiarize itself with the NSER Undertake a full household listing exercise in selected area using a short questionnaire (up to 5 mins) Field a household level socio-demographic survey (30-35 mins) of about 10,000 households in selected areas. Guarantee the quality of the data, looking for missing information, inconsistencies, etc., with some degree of confidence that the data shared with the World Bank team is of acceptable quality. 4. Expected commencement date by March 30th 2023. 5. The detailed Terms of Reference (TOR) will be shared with the long-listed firms and will request them to submit proposals 6. The World Bank now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The Firm/ Agency should have legal existence - Should be operating of minimum 10 years on household surveys Must have successfully completed (or demonstrate an ongoing contract of) at least 10 proven experiences for the design and development of household surveys. Experience in electronic data collection 7. Key Experts will not be evaluated at the shortlisting stage. 8. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Banks Procurement Regulations for IPF Borrowers July 2016 revised November 2020 (Procurement Regulations), setting forth the World Banks policy on conflict of interest. 9. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. The maximum number of Joint Venture allowed to associate is TWO. 10. A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method as per the World Bank Procurement Regulations for IPF Borrowers July 2020 (Revised November 2020). 11. Expressions of interest must be delivered in an electronic form within 15 business days of first publication of this notice i.e. by cob on Feb 22nd 2023. The 15th day will be the last day of EOI submission. 13. EOI will be assessed based on Firms Experience 60.0 %, and Capacity 30.0 % and Regional (Country Experience) 10%. Based on evaluation of EOI, only shortlisted firms will be invited to submit technical and financial proposal through a request for proposal.
