Context The World Bank is supporting Pakistans energy sector through a multi-year Programmatic Advisory Services and Analytics (PASA) activity titled Pakistan Sustainable Energy Program, which complements and informs our policy advice to government and our extensive energy sector lending portfolio. This activity includes a pillar on Renewable Energy under which the WB has already published three major studies that have helped inform the Alternative & Renewable Energy Policy 2019 (ARE Policy 2019), the most recent version of the Indicative Generation Capacity Expansion Plan (IGCEP 2021-2030), and federal government policy on renewable energy more broadly. The three published studies are: i) Variable Renewable Energy Integration & Planning Study (Nov 2020); ii) Variable Renewable Energy Locational Study (Feb 2021); iii) Variable Renewable Energy Competitive Bidding Study (May 2022). Since early 2022 the WB energy team has been discussing future priorities with the Alternative Energy Development Board (AEDB) and has held several parallel discussions with the Energy Department of Government of Balochistan (Balochistan Energy Department, or BED) to discuss their priorities. There is strong consensus that renewable energy development in Balochistan must be strategically pursued, and a recognition that this will require both federal and provincial engagement, coordinated and led by AEDB. In support of this the WB has agreed to carry out an initial study on renewable energy development in Balochistan with a view to informing the design and scope of a new lending project with AEDB (and perhaps BED). The study will be carried out in close consultation with AEDB and BED, and other relevant stakeholders. It will be funded by the Climate Investment Funds Technical Assistance Facility (CIF-TAF) and managed by the World Bank energy team based in Islamabad. The work will need to combine strong technical analysis with engaging and politically targeted communications materials to achieve the assignment objective. 2. Assignment Objective The objective of the assignment is to generate interest in, and political commitment to, the strategic development of solar and wind power in Balochistan to help meet Pakistans ambitious renewable energy targets for the power sector. The assignment will support federal and provincial policy development, investment planning, and project concept preparation.
