  • Subproject 12: Building Capacities of Women in the Energy Sector in Pakistan Approval Date: 26-Mar-2021 Deadline of Submitting EOI: 30-Jul-2021 11:59 PM Manila local time Estimated Short-listing Date: 02-Aug-2021 Estimated Commencement Date: 01-Sep-2021 Estimated Commencement Date: 180,000 USD Engagement Period: 15 MONTH Objective and Purpose of the Assignment The Energy Sector Reforms and Financial Sustainability Program, with three Subprograms, aims to address fiscal, governance, technical, and policy deficits in Pakistan-s energy sector. This programmatic approach and policy-based loans will finance three subprograms to be implemented in 2019-2023. Through interlinked policy actions, reform areas of the three sequenced subprograms are underpinned on three pillars: (i) securing financial sustainability, (ii) strengthening institutional and regulatory governance, and (iii) reinforcing infrastructure improvements. The TA Subproject Building Capacities of Women in the Energy Sector in Pakistan supports both the preparation and implementation of the Energy Sector Reforms and Financial Sustainability Program, Subprograms 2 and 3. The Subproject-s gender targets include (i) gender assessment of the energy sector; (ii) development and adoption of gender mainstreaming policy framework for the energy sector, (iii) gender capacity building of staff in power utility, distribution, transmission, and generation companies, and (iv) training of technical staff of energy sector agencies, solar technicians, and entrepreneurs. The Asian Development Bank seeks a consulting firm to carry out the Subproject. The firm should have (i) a solid capacity to conduct a gender diagnostic of the energy sector, (ii) strong policy advocacy experience particularly in developing gender policies in relation to the energy sector, (iii) extensive work with the energy sector in Pakistan, and (iv) expertise in designing and implementing technical training on solar technology. The consulting firm will implement the following: (i) produce a gender diagnostic of the energy sector while establishing a baseline on women-s participation in the energy sector value chain, as employees in sector organizations, service providers, entrepreneurs, and consumers; (ii) develop a national gender mainstreaming policy for the energy sector; (iii) design and implement a replicable technical training program to develop women as certified technicians and master trainer in solar technology, specifically enhancing their skills as trainers on the installation, maintenance, repair of solar technology, and in establishing and managing energy enterprises; (iv) secure accreditation and certification from relevant training institutes and government line agencies for the training graduates as solar technicians and master trainers and (v) design and implement a leadership training for women staff and gender sensitization training for men and women staff of selected energy sector organizations such as National Transmission and Dispatch Company, Water and Power Development Authority, National Energy and Petroleum Regulatory Authority, National Energy Efficiency and Conservation Authority, Alternative Energy Development Board, and utility companies.
