Description:
The World Bank (WB) is also supporting the Government of Pakistan with a Technical Assistance (TA) “Building School Infrastructure Back Better and Sustainably in Pakistan after the 2022 Floods.” This TA will help coordinate efforts and government needs across these multiple lending projects and across the provinces. The TA will support Pakistan by informing geolocation and school designs across provinces to build back better after the 2022 floods. It will address the challenges presented by natural disasters and climate change to the education sector in Pakistan, with a focus on ensuring that children have access to safer learning environments. It also aims to reduce in-country risk of damage and school closure due to floods, earthquakes, and extreme heat and will support construction of climate-resilient school infrastructure. These activities will produce intervention strategies that increase safety and resilience, keep schools open to meet children-s needs, and improve the functionality of physical environments to be conducive for learning. The main objective of this consultancy is to contribute and support the WB TA activities by collecting all relevant data, understanding risk at a systems level, developing conceptual design of a multi-criteria prioritization process for decision making in improving school infrastructure, and building local capacity. This multi-pronged approach aims to produce long-lasting information and solutions that will support Pakistan-s school infrastructure reconstruction planning and preparedness for future disasters. Specifically, the objectives under this Terms of Reference (ToR) are: To develop a multi-criteria prioritization process for decision making in improving school infrastructure. Build capacity of local stakeholders in Pakistan through direct support, training sessions, and additional materials.
