• Higher Education Commission Education Testing Council Procurement of Biometric Devices Terms and Conditions 1. the Higher Education Commission, Pakistan Invites Bids to Procure Biometric Devices as Described in Schedule of Requirement (Format) at Annex-A for Educational Testing Council. 2. Etc is Using Nadra Biometric Facilities during its Test, Hence the Device Must be Approved by Nadra. 3. the Procuring Agency Reserves the Right to Increase or Decrease the Quantity of Goods, Without any Change in Unit Price or other Terms and Conditions of the Bid. 4. the Procuring Agency or its Representative Shall have the Right to Inspect and /Or to Test the Goods to Confirm their Conformity to the Contract Specifications at no Extra Cost to the Procuring Agency. 5. the Firms Must have Registration with Ntn, General Sales Tax (Gst), Income Tax Department and Active Tax Payer Status of Federal Board of Revenue. 6. Single Stage One Envelope Procedure, under Ppra Rule 36-A Shall be Adopted for this Procurement. 7.
