  • Tenders are invited for Mass Land Valuation Pilot for Khyber Pakhtunkhwa The primary objective of this assignment is to conduct a mass property valuation pilot for residential land in selected areas to improve Government of Khyber Pakhtunkhwa's (GoKP) land and property related revenue generation. The consultancy will focus specifically on designing and implementing a mass land valuation model using available data. Additionally; it will suggest improvements to enhance the precision of the model; including valuating buildings and provide strategies for scaling it up.Korea has been chosen as a benchmark case for the mass valuation pilot. Korea utilizes a computer-assisted system called the Public Announcement System of Land Price (PASLP) for mass land price assessment. This system is updated annually by the Ministry of Land; Infrastructure and Transport (MOLIT) and provides unified land price information for various government sectors; including taxation; compensation; development charges; and social security standards. The pilot aims to build on Korea's successful experiences and adapt them to the KP context. The pilot aims to raise awareness and increase knowledge about the impact of improving property valuation and related services; fostering linkages that can lead to meaningful development impacts.The Service Provider (the Contractor) will work closely with the GoKP counterparts (Beneficiaries); the World Bank (Purchaser); and other service providers with the purpose of carrying out a pilot mass property valuation model considering the GoKP and Pakistan's unique context.The Contractor will be responsible for developing a mass land valuation model based on currently available data held by KP-s Board of Revenue (BOR) and Excise; Taxation; and Narcotics Control Department (ETNCD). The Contractor will examine the existing data and determine any additional data to be collected on-site by a local service provider (local contractor). The Contractor will carry out analyses; interviews; and workshops as needed to develop the outline material/contents; prepare drafts; review; and finalize the necessary outputs.The Contractor will also carry out any additional services; which the Purchaser may reasonably require relating to the design of the project.The activities shall be carried out in accordance with generally accepted standards of professional practice. It is also understood that it will cover all activities necessary to accomplish the stated objectives of these services while adhering to the aforementioned principles and practices; whether or not a specific activity is cited in this TOR.All activities and documents produced and executed by the Contractor will be in English.
