• Preparing the Improved Domestic Resource Mobilization Reform Program - Survey Firm Deadline of Submitting EOI: 05-Aug-2022 11:59 PM Manila local time Estimated Short-listing Date: 05-Aug-2022 Estimated Commencement Date: 05-Sep-2022 Estimated Commencement Date: 20,000 USD Engagement Period: 3 MONTH Federal Board of Revenue (FBR), the primary revenue generating agency of Pakistan, has an ongoing process to engage with taxpayers and obtain feedback on a number of issues, but no independent third-party survey is being conducted. Draft Statutory Regulatory Ordinances (SROs) are placed on FBR website before issuance for amendments in certain law and rules. This occurs on an annual basis, covering all the proposals in the Finance Act of that year. The purpose of this exercise is to publish for the information of all persons likely to be affected and suggestions/objections received within 15 days after issuance, responding to government need as opposed to taxpayers. Feedback on services is obtained and acted upon on an ad hoc basis through the business process redesign efforts. Specially designed independent third-party survey should be conducted periodically to seek taxpayers- views and perceptions regarding the complexity, hurdles, and barriers in the way of compliance, as well as problems in interactions with the tax administration, incidence of corruption, and costs of compliance. Taxpayers- feedback will be sought regarding specific components and processes of the FBR and used to generate actionable information for reform and process reengineering. The proposed Asian Development Bank's (ADB's) Improved Domestic Resource Mobilization Reform Program aims to help the Government of Pakistan in addressing major binding constraints to mobilize larger resources for enhancing productive investment through improvements to: (i) domestic revenue mobilization (DRM), (ii) the quality of public expenditure and cash management for improving allocative efficiency of scarce public resource, and (iii) the mobilization and utilization of domestic savings and foreign direct investment (FDI).
