- The ILO Declaration on Fundamental Principles and Rights at Work (FPRW) commits all member states to respect, promote, and realize ten core conventions, regardless of ratification status. These are grouped into five key categories:1. Freedom of association and the effective recognition of the right to collective bargaining (C87 and C98);2. Elimination of all forms of forced or compulsory labour (C29 and C105, and P29);3. Effective abolition of child labour (C138 and C182);4. Elimination of discrimination in respect of employment and occupation (C100 and C111);5. A safe and healthy working environment (C155 and C187).Pakistan has ratified eight fundamental conventions and has made some progress to ratify the remaining two OSH-related core conventions (C155 and C187), reaffirming its commitment to promoting safe, fair, and inclusive workplaces in line with international standards.Nonetheless, significant implementation challenges remain. These include widespread informality, limited inspection capacity, gender-based and sectoral discrimination, and inconsistent application across provinces, especially in light of the post-18th Amendment decentralisation.
