  • Expression of Interest are invited for Third-Party Monitoring and Evaluation Agent (TPM&A) for the KP, FATA and Balochistan Multi-Donor Trust Fund (MDTF). Publication Date: 05-Oct-2022 Expression of Interest Deadline: 25-Oct-2022 ASSIGNMENT OVERVIEW Assignment Title: Third-Party Monitoring and Evaluation Agent (TPM&A) For the KP, FATA and Balochistan Multi-Donor Trust Fund (MDTF) Assignment Countries: - Pakistan ASSIGNMENT DESCRIPTION The TPMA will be collecting and analyzing data regarding activities under MDTF financed projects (both active and closed projects) and is expected to visit the sites for collection of data including conducting focus group discussions and collecting evidence of success stories of the projects interventions to run a comparative analysis of the pre and post project interventions impact and conducting beneficiary feedback surveys. The overall goal of this assignment is to strengthen the Banks overall implementation support and improve the quality of reporting and impact analysis and also fully capture the results achieved through MDTF projects. The monitoring agent will be an agent of the Bank, reporting directly to the Bank, and receiving technical training and oversight from the WBG GEMS team. It will work closely with the project teams, implementation partners, communities, line ministries, and line departments responsible for project implementation. It is not the role of the monitoring agent to carry out on-site project management; rather it is to help the Bank to supervise works and ensure they are carried out in line with the terms of legal agreements with the Government. We seeks the services of a reputed firm to: Activity 1: Monitoring: Assess performance of MDTF projects in terms of 1) Completion of planned activities 2) Achievement of output indicators: 2.1) Verification of results 2.2) Results not fully captured within the existing MDTF reporting mechanisms The approach will be based on the combined use of the World Banks Geo-Enabling initiative for Monitoring & Supervision (GEMS) and integrate it as much as possible into the monitoring system designed by the TPM. Activity 2- Evaluation: Assess performance of MDTF projects in terms of 1) Outcome and impact level indicators targeted under the existing MDTF results framework 2) Outcome and impact level indicators not fully captured by MDTF results framework 3) wider outcomes of MDTF financed projects in terms of positive externalities and building GoKP and GoB capacity for further development 4) Capturing MDTFs role in leveraging resources to attract more financing. Activity 3- Analysis: Using data from the above two points to 1) Pre vs. Post Scenarios in terms of MDTF engagement at 1.1) Project level 1.2) MDTF programmatic level in terms of a) Outcome and impact level indicators targeted under the existing MDTF results framework b) Outcome and impact level indicators not fully captured by MDTF results framework C) wider outcomes of MDTF financed projects in terms of the positive externalities and building GoKP and GoB capacity for further development 4) Capturing MDTFs role in leveraging resources to attract more financing. Activity 4- Reporting: Synthesising data collected into 1) Reports on outputs, outcomes, and impact achieved under MDTF at project and portfolio level 2) Short stories demonstrating impact Deliverables: 1. Data Collection & Analysis a) Primary Data Conduct beneficiary feedback survey, interviews and focus group discussions to assess performance of MDTF on at least, but not limited to the following indicators: o Impact 1: Trust between government and citizens (Citizen-State-Trust - CST) is enhanced in MDTF areas (positive assessment in percentage) o Impact 2: Percentage of beneficiary households who reflect satisfaction with MDTF activities (including improved access to social infrastructure and enhanced income) o Additional primary data collection to assess output, outcome, and impact of MDTF at project and portfolio level using but not limited to the following methodologies: Focus group discussions with beneficiaries, key informant interviews including with World Bank and government teams, and beneficiary feedback surveys b) Secondary Data Desk review of information using but not limited to the following data sources covering both Round I and Round II of the MDTF: o Reports and data collected under individual projects and portfolio level including implementation status reports, third party M&E reports, implementation completion reports, or other reports as applicable o TPMA reports review 2. Process Review and Evaluation Analysis of data collected to report on at least but not limited to the following: o MDTF Results areas: Enhanced productivity and job creation (through entrepreneurship and skilled labor) Improved livelihoods and access to basic services Enhanced transparency and accountability in public service delivery, and effective resource management o Wider results: Positive externalities and building GoKP and GoB capacity for further development 3. Results, Report Writing and Data Analytics o Round I and Round II reports o Compilation of impact stories at project level o Youth & Gender- Impact o MDTFs role in leveraging resources to attract more financing FUNDING SOURCE The World Bank Group intends to finance the assignment / services described below under the following: - Trust Fund - MDTF USD 200,000 ELIGIBILITY QUALIFICATION CRITERIA Demonstrated monitoring and evaluation expertise: It is required that qualified firms will be able to verifiably demonstrate that they have extensive experience in undertaking scale multi-sectoral program monitoring and quality assurance across Pakistan, including infrastructure and community-based development projects. In addition to demonstrating its experience with large scale program monitoring, it will be important for the successful firm to attest that a previous or existing client has found its work within this particular area satisfying. The selected firm should be able to clearly demonstrate their familiarity with working in Pakistan, including both a solid understanding of the context as well as a well-established capacity to operate efficiently in the current environment. Ability to mobilize rapidly a project team with appropriate qualifications: Qualified firms must be able to verifiably demonstrate an ability to begin high-quality monitoring in the KP (including Merged Areas) and Balochistan. To this end qualified firms must have in place on the ground in Pakistan an established program of activities and a project team comprising of men and women that would be capable of starting work immediately on the MDTF program. In addition to a solid management team, the selected firm should have in place or be able to rapidly draw on a network of staff comprising of men and women, that can quickly be mobilized to perform project site visits simultaneously across the KP and Balochistan, areas to be able to cover the number of project sites within the project period. Qualified personnel should have skills and experience within the areas of project site visits and asset verification. The team shall also include social staff with social/ communication skills to be able to get feedback from the beneficiaries ( men and women). Security: The successful firm should be able to demonstrate experience managing the security environment in Pakistan. Moreover, the selected firm should have a clear strategy in place for how to send staff to the field to monitor projects in both remote and insecure areas in a manner that minimizes the risk to the staff. It is key that firms demonstrate a solid understanding of the realities on the ground in Border areas of Pakistan and how to operate within the security constraints, mitigating the inherent risks. As parts of the region in which the assignment is to be carried out, and there is a need for Consultants to respect the travel advisories, if any, issued by their home governments and restrictions imposed by the Government of Pakistans security agencies, the Consultants should include a statement of how they would work around these limitations specifically for foreign nationals on the team who shall and must visit sites where project components are being implemented. Offerors represent that they are aware that complex environments exist in Pakistan which will present significant logistical, safety and security challenges. These may include direct and indirect effects from acts of terrorism, armed conflict, civil unrest and crime as well as natural and manmade hazards. Offerors represent that they are fully able to provide their employees, their partners and/or their agents or Subcontractors with the support necessary to operate in Pakistan for the duration of the assignment. This includes appropriate provisions for travel, accommodation, life support, safety and security. Database & mapping capabilities: Firms will have experience and in-house expertise in using geo-spatial databases that can help to map the scope of ongoing and completed MDTF projects. Other critical IT capacities include the use of GPS-enabled cameras. How Such use of technology, to monitor activities, will be used should be included in the methodology part of the proposal. The collected data should be gathered and populated in an easily accessible, user-friendly, and secure online database to be shared with the World Bank for monitoring and planning purposes. The firm should demonstrate that it has already developed a database that is in place and ready to be use for the World Bank program with only minor customization needed to be able to address the needs and requirements of the MDTF investment portfolio, the Bank and Government ministries
