- Background and ObjectiveThe World Bank Pakistan Prosperity team is embarkingon a comprehensive review of its current engagement and policy dialogueapproach within the growth and jobs agenda, and we are seeking to partner witha dynamic firm capable of helping us innovatively reimagine how our policyreform engagements and dialogue are designed and delivered. We are looking for a firm to help us innovate and pushthe boundaries of how we have typically structured our policy dialogue andengagement in Pakistan. The firm will be tasked with designing and implementinga fully integrated engagement strategy that elevates the impact, clarity, andaccessibility of our reform engagement, messaging and dialogue across alllevels of government (federal and provincial) and society.Pakistan's complex economic context requires an ambitious, innovative, strategic,coherent, and inclusive approach to policy engagement and dialogue.The challenges of volatile growth, macro-fiscal pressures, underinvestment, andlimited competitiveness are complex, technical, and often politicallysensitive. At the same time, there is a rare opportunity to support atransformative reform agenda for growth and jobs anchored around the World Bank2026 -2036 Country Partnership Framework and the Government-s URAAN Pakistanplatform.
